The trinity of the Uttarakhand State Council for Child Welfare consisted of the then Governor of the State, Shri Sudarshan Agrawal, Shri J.C. Pant, IAS (Retd.), Shri S.C. Dobhal, a senior retired officer of the PES cadre of U.P. who worked very hard to establish the Council. It was Lt. Col. P.C. Saklani who in one of his articles described them as the Trinity. Shri S.C. Dobhal, inspite of his being associated in half a dozen Govt. and non-Govt. organizations, gave most of his time to the Council. Whatever the Council is today, it is due to his dedicated services. Some organizations conferred the title of "Sewa Ratna" on him. It was he who started the following programmes :-

  •    State level Learn to Live Together camps for the children of 10 to 14 years of age from the poorest families.
  •    Mountaineering  and adventure training.
  •    Computer training for street children and poor students. 
  •    Special teaching for students of class X in Maths, Science and English.
  •    Coaching classes for entrance test of Navodaya Vidyalayas.
  •    Balika Mahotsava - Gender Sensitization Programme
  •    Health checkup camps every now and then.
  •    Sponsorship for orphan and parentless students.
  •    Earn and Learn scheme - training programmes.
  •    Cloth and Toy Bank
  •    Gift on festivals to children with the help of Shri Kochgaway
  •    Shelter and education centre with the help of Amway Foundation.
